6자회담 공동성명

①
6자는 전원일치로 6자회담의 목표가 한반도에서 평화적 방식으로
검증 가능한 비핵화를 이루는 것이라는 것을 재확인했다.
조선은 모든 핵무기와 현존하는 핵 프로그램을 포기하기로 약속했고,
이른 시일내에 NPT와 IAEA의 보장·감독으로 복귀할 것을 약속했다.

미국은 한반도에 핵무기가 없으며 핵무기나 재래식 무기로 북한을 공격하거나
침략할 의사가 없다는 사실을 확인했다.

한국은 1992년 한반도 비핵화 선언에 따라 핵무기를 반입하거나
배치하지 않기로 한 약속을 재확인하고 현재 한국영토에는 핵무기가 없음을 확인했다.

1992년 한반도 비핵화 선언은 엄수되어야 하며 실현되어야 한다.

북한은 핵에너지를 평화적으로 사용할 권리가 있다고 밝혔다.
다른 참가국들은 이에 대해 존중을 표시하고 적당한 시점에 북한에 경수로를 제공하는 문제를
논의하기로 합의했다.

6자는 그들의 관계에서 유엔헌장의 원칙과 목적을 준수하고
국제관계에서의 규범에 따르기로 했다.

북미는 상호주권을 존중하기로 승낙하고 상호 평화적으로 공존하며
그들의 양자 간 정책에 따라서 그들의 관계를 정상화하는 조치를 취하기로 했다.

북일은 평양선언에 따라서 그들의 관계를 정상화하기 위한 조치를 취하기로 승낙했다.

또 이것은 불행했던 과거를 청산하고 남은 현안들을 해결한다는 기초위에서
또 평양선언의 정신에 따라서 양국관계를 정상화하는 조치를 취해가기로 승낙했다.

③
6자는 에너지, 교역, 투자 분야에서 양자 그리고 다자 사이에서 경제적 협력을
증진시키기로 승낙했다.

중국, 일본, 한국, 러시아, 그리고 미국은 북한에 에너지를 제공하겠다는 의지를 밝혔다.

한국은 북한에 200만㎾의 전력을 제공하는 2005년 7월12일의 제안을 재확인했다.

④
6자는 동북아에서 평화와 안정을 지속시키기 위한 공동노력을 다짐했다.

직접 당사자들은 한반도에서의 영구 평화체제를 위한 협상을 적절한 별도의 포럼을 통해서
평화협정 체제를 협상하기로 했다.

6자는 동북아에서의 안보와 협력을 위한 방법을 찾아보자는 데 합의했다.

6자는 말 대 말, 행동 대 행동의 원칙에 따라서 앞서 언급한 합의를 실현하기 위한
조율된 조치를 취하기로 합의했다.

6자는 5차 6자회담을 오는 11월 초 베이징에서 열기로 합의했다.
구체적인 날짜는 상호 협의를 통해 결정하기로 했다.

The six parties unanimously reaffirmed that the goal of
the six-party talks is the verifiable denuclearization of
the Korean Peninsula in a peaceful manner.

The DPRK (North Korea) committed to abandoning all nuclear weapons and
existing nuclear programs and returning at an early date to the treaty on
the nonproliferation of nuclear weapons (NPT) and to IAEA safeguards.

The United States affirmed that it has no nuclear weapons on
the Korean peninsula and has no intention to attack or
invade the DPRK with nuclear or conventional weapons.

The ROK (South Korea) reaffirmed its commitment not to receive or
deploy nuclear weapons in accordance with the 1992 joint declaration of
the denuclearization of the Korean peninsula,
while affirming that there exist no nuclear weapons within its territory.

The 1992 joint declaration of the denuclearization of
the Korean peninsula should be observed and implemented.

The DPRK stated that it has the right to peaceful uses of nuclear energy.
The other parties expressed their respect and agreed to discuss at
an appropriate time the subject of the provision of light-water reactor(s) to the DPRK.

2)
The six parties undertook in their relations to abide by the purposes and principles of
the Charter of the United Nations and recognized norms of international relations.

The DPRK and the United States undertook to respect each other's sovereignty,
exist peacefully together and take steps to normalize their relations subject
to their respective bilateral policies.

The DPRK and Japan undertook to take steps to normalize their relations in accordance with
the Pyongyang Declaration, on the basis of the settlement of
the unfortunate past and the outstanding issues of concern.

3)
The six parties undertook to promote economic cooperation in the fields of energy,
trade and investment, bilaterally and/or multilaterally.

China, Japan, ROK, Russia and the US stated their willingness to
provide energy assistance to the DPRK.
The ROK reaffirmed its proposal of July 12, 2005, concerning the provision of
2 mln kilowatts of electric power to the DPRK.

4)
The six parties committed to joint efforts for lasting peace and stability in northeast Asia.
The directly related parties will negotiate a permanent peace regime on
the Korean peninsula at an appropriate separate forum.

The six parties agreed to explore ways and means for promoting security cooperation in northeast Asia.

5)
The six parties agreed to take coordinated steps to implement the aforementioned consensus in
a phased manner in line with the principle of 'commitment for commitment, action for action.'

6)
The six parties agreed to hold the fifth round of the six party talks in
Beijing in early November 2005 at a date to be determined through consultations.
